Got this beauty (Laughing as I typed that) sometime after I left the Navy (82'?) the original compass cap has long since been destroyed, but the original survival items are still in tact. Anyone have any suggestions on how I might sharpen the sawtooth edges to make them useable?

Pretty sure your knife is a Klikka Lifeknife...early '80s honest effort at a value. Some in SK5, more, many more in 420. The sheathes were cheesy, but the knives were decently put together.
If indeed your knife IS a Lifeknife, and I sure think it is:
(1) I don't think Pete Klikka, the seller, ever called the spinal serrations sawteeth. My impression is that he considered it a fish scaler. These usually came with a wiresaw, whose rings stored around the upper handle.
(2) I think this is addressed in the J E Smith book, in fact, but I no longer own a copy. Someone who does own a copy might be able to clarify this.
