I picked up an old pocket knife with this style of awl (not pic of actual knife) and the awl is duller than a spoon.
So dull in fact, that I can't even tell which edge was sharpened (if it ever was).

I haven't had an awl of this style before. How does this need to be sharpened?
On the blade part? On the bent part? Inner/outer face?

You want a slight burr on the inside of the curved edge.
A diamond stone will work great.

I'm trying to explain it but I suck!

I'd take a file or small stone and hit the edge that I have circled in red here... get it sharp, as Fix says, slight burr is ok. You'd prefer a bit of a good point to it as well, not laser pinpoint needle sort of point, but enough to poke through fabrics until the you twist and the circled portion can cut.

The back side of where @JasonJ circled as in the side not showing in the picture but exactly where it is circled needs to be sharpened. It is a single bevel unlike a knife. So lay it flat and sharpen it sort of like how you would sharpen a Scandi grind but on on the one side.

Exactly.. essentially the "bottom" of the part I circled. It's similar to if not like a chisel grind. On some of my awls of this style, it's rounded to a sharp edge (Camillus GI knife), and on others it is a straight, sharp grind angle.

This is a decent picture of the chisel edge they are trying to describe.

Opposite side of the curved top edge.

I really like that style of ‘awl’. I wish more knives had one. Very useful.
