Is any special treatment needed on a stacked birch bark handle puukko knife? Wax, oil, sealer or nothing?

Coat it with mineral oil, let it sit for about 30 minutes, and then wipe off the excess oil until only a very faint film remains. That will be absorbed. Do this a couple times per month if you use it a lot.

I would not do anything, just use it, it has natural oils in it, and your hand oils will also coat it.

A very comfortable, durable handle material and great for hot and cold weather.

if I translated correctly, do you mean birch bark?
No, it does not require protective treatment. It does not absorb moisture.
In Russia, they make various vessels for camping
