treated

Hello all, Recently I have obtained a piece of leather, 3 feet long, and one inch width. I have thought on it for a while, but I cant think of anything I could use it for, expect a strop, but that that wont due (its treated so if i try to use it as a strop the knife edge will get all gunky)...

I've made a couple handles for various knife blanks. I'd really like to make as much of the knife as possible, though, but I don't have a forge/area to make one. So my question is this: If I make the blade shape and grind, can I send it off somewhere to get professionally heat treated...
