Cactus fungus?

This is a strange growth that I occasionally see on Saguaro cactus. Anybody know what it is?

It doesn't look edible, and I doubt it is good for quick fire starting, but other than that, not very much.
 
It looks like a massive outbreak of stupidity. Those saguaros take maybe 1 to 2 hundred years to grow and some a$$hat does something like this. Really beautifies the desert. I go down to the Mojave desert and do a little prospecting once in a while. The greenies are trying to make it so that the only thing allowed in the desert is the damn jack rabbits! Its things like this that gives them ammo. Besides the saguaro only grows in one place in the whole world-the Sonoran desert, which makes it a pretty rare plant. Go screw with a damn jumping cholla or prickly pear. There tons of those!

Totally agree, plus here in Az I do believe it's illegal because they are endangered. People that do this type of crap are just plain stupid

Those tires have been on that particular cactus for as long as I can remember. You can barely make out the word "Atlas" on one of them. From the size of the cactus, this was probably done in the 1940' or 50's.
