Quill Rip?

Likely an edge on the rest is snagging the fletch on release. A slight bevel on the belly side of the rest mat might reduce it. Is it glued down all the way to the edge? I suppose, without actually having seen it before, that it might have to do with the nock height, but I kinda doubt it. Is the nock positioned correctly for the #### feather?
Some Duco cement might fix your ripped fletching, at least for target shooting needs.

Another fix is to whip them, f you don't want to bevel your rest. The whipping provides the ramp. Makes them look classy too. :14:
 
I put a drop of Fletch thght on the end of fletching and it prevents arrows from losing feathers when shot. Might want to check your fletching jij (if you use one) to make sure it is aligned right.
 
or maybe your rug and faceplate dot match , or your faceplate is to thick or it has a sharp edge, or is a little unglued in a place...
